It's probably their homeroom - 4B. 4th year, class B.

if 4B is to be read as apartment number, then it makes little sense within the given context. sometimes same years, especially elementary schools in the US, are divided into several groups. so if there are more than 30 kids in the 4th year, they will make several classes - 4A, 4B, etc. in this text the author remembers meeting his friend in 4B when he was ten years old. that's precisely the age of a 4th grader. IMHO
