Description: Expresses the advancement speed of the tool only to be used if no speed is specified in the program.
This parameter comes into effect the moment in which a machining speed does not
explicitly appear in the program. From that moment onwards, the value expressed in
the program becomes the new standard speed value to also use in successive
instructions that omit the speed.

В целом верно, хотя и шероховато.
можно: ...вступает в действие тогда, когда скорость обработки в программе прямо/явно не указана.

Т.е это скорость обработки по умолчанию
