The disconnected infrastructure will be filled with sodium hypochloride. The chloride must remain in the whole temporary infrastructure for at least four hours. The complete infrastructure must be thoroughly flushed with at least three times with the content of the installation at a minimum speed of 1.5 m.3/s. Continuous measurements must be taken until the chloride has been flushed out of the infrastructure.

Вся инфраструктура полностью промывается, по крайней мере, три раза своим содержимым (т.е. гипохлоритом натрия) на потоке с минимальной скоростью 1,5м/с.

как вариант: вся инфраструктура должна быть тщательно промыта как минимум трижды содержимым установки при мин.скорости 1.5м3/сек.

под infrastructure авторы имеют в виду "водопроводную сеть" (или даже водопровод), которая "тщательно промывается водой в количестве, равном по крайней мере трем объемам этой самой водопроводной сети", т.е. промывается водой, пока не сменится три объема...ну как еще яснее сказать...не знаю....

Тут похоже авторы мешают в кучу infrastructure и installation ....

Disinfection:
• Before disinfection, the water infrastructure must be cleaned with a foam cone. After cleaning of the temporary water infrastructure, the complete installation, including the existing water infrastructure, must be disinfected by a certified company. For the disinfection process, the temporary installation must be disconnected from the main supply point. The disconnected infrastructure will be filled with sodium hypochloride.
The chloride must remain in the whole temporary infrastructure for at least four hours.
The complete infrastructure must then be thoroughly flushed with at least three times the content of the installation at a minimum speed of 1.5m3/s. Continuous measurements must be taken until the chloride has been flushed out of the infrastructure.
