Из сертификата безопасности продукта:

All components are listed or exempt.

Пожалуйста, помогите понять смысл exempt в данном случае.. исключены? изъяты?

Все компоненты перечислены в списках или освобождены от ...(контроля?)
Не хватает мне после exempt косвенного дополнения.
А какое предложение идет перед Вашим примером?

У меня, вообще-то идет в виде таблицы Excel. И мне кажется, что отдельные графы друг с другом не очень связаны. До этой фразы идет:

Relevant identified uses of the substance or mixture
An emulsion of polymer and water.
