The following guidelines shall be followed in determining the selection of powered or manual actuators:
- Valves that are operated to control process flow (including those operated during normal unit startups) shall have power actuators, positioned from the Control Room.

- Air actuators shall be used where a valve is required to fail in the "open" or "closed" posi-tion.
- Air actuators shall be used where fast valve closing or opening is required. (Typical air operated valve speed is 300 mm/min for gate valves and 100 mm/min for globe valves.)
- Where possible, diaphragm type air actuators may be specified on valves 50 mm and smaller. Piston actuators may be specified for valves 65 mm or larger.
