Фразы синонимичны. Подберите одно соответствие и используйте throughout. E.g., should enable users, should provide/include functionality to, should allow...

1. The system should provide functionality to enter, view, edit, and delete ...
2. The system should allow web-portal-based, real-time (?) (скорее online) communication and information exchange.
