The purpose of legal aid is not necessarily to assist people to pursue or promote litigation. Instead, it is to assist people with information about their options and the consequences of those options if they decide to respond. Once they understand their position their options might decide to, for example, avoid, bypass, threaten, and sometimes even consider initiating litigation.
