Frowning, he hit a batton on the treadmill that slowed it, so that he was now jogging along like a child rolling a hoop, rather than running as if the hounds of hell were after him, and gaining quickly.

Что-то я в изобразительных средствах речи запуталась.
Ведь если он, нажав кнопку на тренажере, продолжал медленно бежать, точно ребенок, который катит обруч, то причем тут адские псы, которые бегут за ним.
Где-то я недопонимаю связку? Или ее не вижу?

He did not "продолжал медленно бежать," he started "медленно бежать" after he pushed the button to slow down the dreadmill. So, to recap, he pushed the button, slowed down the dreadmill, so now he was jogging like a child and not like someone being chased by those "hounds of hell."
