Cargo Co-terminalization: Cargo co-terminalization permits a cargo carrier to pick up or drop off trans-border cargo shipments at two or more airports in a foreign country en route to or from a hub in their home country. Under these rules, for example, a US cargo operator may pick up shipments in Edmonton, then Saskatoon and Winnipeg en route to its US hub; or it might drop off shipments from the US at consecutive Canadian destinations. Co-terminalization is a form of cabotage. ACPA views this as identical to the threats posed by Cargo Seventh Freedom Rights, and, therefore, does not support its inclusion in an Open Skies agreement.
