Мне кажется, что употребленное здесь выражение "subpoena of forfeiture" (= извещение о штрафе) не подлежит переводу, а служит лишь для украшения фразы, суть которой сводится к тому, что получатель имеет право взыскать с поставщика штраф (неустойку) за поставку бракованной продукции при извещении последнего об этом в течение 8 дней со дня обнаружения дефектов.
