Please help translate this phrase:
участники лесных отношений

The phrase is used in the following sentence:
Задачи на 2006 год:
1. Популяризации концепции ЛВПЦ [лесов высокой природоохранной ценности] и способов ее применения на региональном уровне среди целевой группы (участники лесных отношений и заинтересованная общественность).

Does this refer to "outdoor enthusiasts" (i.e. campers, hikers, etc.)? Or does it refer to people working in a forest-related activity (businesses, organizations, or government bodies)? Or perhaps something else?

I understand the literal translation. Unfortunately, this is a case where a direct translation doesn't work. "Participant of forest relations" doesn't make much sense in English. All the "hits" on Google for this phrase are translations from the Russian -- none are for sites originally written in English. "Forestry-related entities" is better, but also unclear.

My question is who are these people or organizations? If you could give me some specific examples of what they might do (that is, how they or their activities are related to the forest), then I could figure out the English equivalent. This is a very strange expression, at least in when translated to English.

Я думаю, что это лесничества, лесхозы, леспромхозы, лесопитомники, лесозаготовительные организации, лесоохрана, водоохрана, НИИ лесного хозяйства, пожарный надзор и т.д. и т.п.

вот, первое, что пришло в голову - forest actors (по аналогии с участниками прочих отношений - экономических, международных и пр.)

I think you are absolutely correct. The sentence now makes sense in context. I will use "forest-related organizations," which could be commercial enterprises (logging, etc.), fire protection, or conservancy groups. It sounds right in English.

Беки, а если все же использовать бюрократический стиль и написать "parties to forestry relationships" - тоже будет непонятно?
