нууу, авторы наворотили... попробуем расставить (за них) препинаки: ...and they felt [that] the vibe, [which] they wanted the 1,000 capacity venue to develop, required ‘mood’ lighting throughout. т.е. .(подстрочник) ...пришли к выводу, что для создания в этом 1000-местном заведении необходимой атмосферы (буквально: чтобы это заведение обрело желаемую [ими]атмосферу) требуется... imho, kind of... |

to feel the vibe is an idiom that dates back to the hippi times and came from buddism. Vibe here is refered to energy in a metaphysical sence, or the vibe of the universe. It is a tough one to translate but here is a couple of suggestions of how else it could expressed in English: they felt the vibe - they felt invigorated, they felt like they were on the right path, they felt the energy, they felt like things were really happening, etc. |

It is, of course, all very well but... quite irrelevant in this particular case, for nobody "feels the vibe" here. They wanted the VENUE to develop a certain vibe, and for this to happen they felt a certain lighting is needed. |
