если глагол to issue, то все вместе: to issue something to someone больший вопрос: эту фразу всю вообще кто писал? там проблем чуть больше чем одна. |

This is badly-written English. It's probably been translated into English by someone with a poor knowledge of the language, or by machine. It should read something like: "If products are subject to TR CU "On safety of law-voltage equipment" in the form of certification,[comma] then it is possible to issue A certificate of conformity TO THE Manufacturer". "with indicating Authorized person" doesn't make sense in English. It probably means something like: "indicating the name of the/an Authorized Person". |
