Здравствуйте.
Застопорилась на фразе переводе выражения 'counter-charged' при переводе текста:
The situation remained despite fierce opposition north of the border. With the introduction of St. Patrick's red cross in 1801 representing Ireland the situation became even more controversial.
Eventually to comply with protocol and etiquette in the new Union Flag, St. Patrick's red cross was off-set, correctly termed 'counter-charged'. This ensured Andrew was higher in the flag at the 'hoist' and St. Patrick higher in the 'fly. Thus George takes precedence over Andrew, and Andrew over Patrick.

During most of the period 1760-1786, however, many colours were made with the fimbriation wider than called for, and the St Andrew’s cross much narrower. This was probably due to some supposed economy in using the standard widths of silk, but this is merely speculation. About 1790 the St Andrew’s cross again began to be made as per Napier’s warrant, only to be superceded in 1801 by the need to include the red cross of St Patrick **counter-charged with it. The white fimbriation on either side of the St George’s cross on King's colours continued to be made about six inches wide well into 19th century, though there are examples of colours with the correct five inches

красный крест наложен со смещением ?уравновешенно (по отношению к Андреевскому кресту?)

там про асимметрию говорится
и искать надо не countercharged, а counterchanged

нашел описание, в котором используют слово "зеркальный", правда по отношению к другим элементам, конкретнее - к звездам на флаге Отаго
не знаю, поможет ли, но можете покопать в это направлении
еще можно покрутить что-нибудь из области шахматного порядка или шашечек =)

по-моему, нужно исходить из того, что красный крест Патрика именно смещён по отношению к белому Андреевскому кресту и в русской геральдике может существовать термин, описывающий такое смещение.
Может быть отображён "зеркально" по отношению к белому кресту.
Хотя если присмотреться, там смещение (или зеркальное отображение) особого рода, все лучи креста смещены как лопасти пропеллера.

Counter-charged, in heraldry, is when any field or charge is divided or parted by any line or lines of partition, consisting all interchangeably of the same tinctures.
