The context does not provide any ideas as to what these words might mean because the entire passage is about a judicial body. Context: My question is: why are two adjectives used to describe this body's functions? Are they judicial AND lawmaking functions, that is, making a decision on a dispute and making a new pronouncement on the law? |

| Nothing about lawmaking here. It seems to me that «судебно-правовой» is a redundancy (in this context—contrary to «судебно-правовая реформа», for example). The only meaning I can think of, slightly differing from simply “judicial”, might be “relating to law as applied to courts” (судебное право). But I cannot figure out an equivalent for the latter. |

| BTW, why not find more information about this Council and its functions? This would provide answers. Such council should not, judging from the name, pronounce the law. It might state whether the law is in accordance with the Constitution and how the courts should apply the law (but this is only a guess). |
