Хрен его знает, но в первом приближении:
there is no piece of infrastructure nor planning into this
they come with a gun, with a knife and then they spy to action

00:47 - nor (planning? going???) into this

02:51 - Ekurhuleni [=name of a city – Экурхулени] in Gauteng [=a province of South Africa – Гаутенг/Хаутенг]
http://www.iol.co.za/sundayindependent/news/gauteng-metros-in-a-running-battle-against-cable-thieves-15069484

03:34 - PRASA's [=Passenger Rail Agency of South Africa]

03:50 - [It] has been overtaken by thugs.

03:57 - and then a spade or hacksaw [He's got a strong Afrikaaner accent]

Correction: Ekurhuleni is officially a municipality rather than a city:

Что-то удалось ещё разобрать со станцией:
at a substation in the Kuruleni in Gauteng
(Gauteng is a small province in South Africa, pronounced 'howteng' with a gutteral back of the throat clearing for the 'g')

***
Ага, пока я писал сообщение, Джон тоже подключился :)
Там the Kuruleni городок, и гуглится...

The Afrikaner English accent can be quite difficult to understand if you're not used to it, because it's a very nasal accent – Afrikaners tend to talk as though they've got a clothes peg on their nose.

For this reason Mr (Van den Berg?), the man in the yellow vest (3:26 onwards and 3:57 onwards)
http://www.youtube.com/watch?v=WbAYfC0IOB0&t=3m20s
pronounces:
* '(they've shot at us a few) times' as "dimes"
* '(you must) show them your strength' as "show dem your strringth"
* 'they will run over you' as "they will hren over you" [no jokes please....] and
* 'or hacksaw' as "hor eksaw".

Thanx to everyone, especially 2 johnstephenson!
I appreciate your help and explanation!

Please, could you clear up a few more moments, where people are talking with strong Afrikaaner accent?

Dave Pieters, Ballistic expert, forensic lab
06:25 It's now just a matter of lining everything up ???? lining in the metal. And now you will see that it actually matches from here all the way up. And now I can conclude this - that the bolt cutter that I used to cut that ?????eastward is also a bolt cutter that was responsible for cutting the cable on the actual crime scene.

Herman Van Den Berg, combined private investigations
Is this correct?
07:15
In the past they came to the bucket shop in a scrap dealer. Now they take it to the to a smaller layout. They receiving cables, they skinning the cables and then they are transported by a vehicle to the scrapyard.
08:05 If you have a solar panel they used a battery for that to charge your phone and the light in the house for free. Say you have forever powering your house with this battery and of a solar panel.

I cannot understand the reporter's question
08:35 But do they try to ???? self/serve??? you?

09:09 Talking about 600-700 rand. For this little bit ???? of paper standing here. And that this is the scrap dealer price.

10:51 You must show them progress. If there's ??? arrest might ??? you must go back to the community, tell them about it providing with feedback on a court case and showed them there's a sentence outside because they cannot see the member in a community again

12:04 When we do not have our basic services running on any given day country loses millions regardless of what ???? sect it is in.??

You've got 95% of it. The ballistics expert and Mr Van Den Berg both have strong Afrikaner accents, so you've not chosen the easiest of clips to transcribe!

Dave Pieters Pieterse, Ballistic Ballistics expert, forensic lab
06:25 It's now just a matter of lining everything up with the (aligning?) line in the metal middle [of the screen] ...... and now I can conclude, this yes, [pronounced 'yis'] that the bolt cutter that I used to cut that eastward the #### [I don't know what this is; sounds a bit like 'test' or 'taste', but neither of these makes sense here] with, is also a the bolt cutter ......

07:15 In the past they they'd came go into the bucket shop in a and [go to] the scrap dealer. Now they take it to the... to a smaller #### [I don't know] house. They They're receiving cables, they're skinning the cables and then they are transported by a vehicle to the scrapyard.

08:05 If you have [meaning 'If there is' here] a solar panel, they used a use the battery for that to charge (your?) phone and the light lights in the house for free. Say So you have forever powering power in your house with this battery and... er... of with [pronounced 'wif'/'wiv'] a solar panel.

08:35 But do they try to self/serve sell to you?

09:09 [You're] Talking about ['You're talking about ....' = colloquial for 'It's approximately ....'] 600-700 rand. For this little bit of paper cable standing here. And that this is the scrap dealer price.

10:51 You must show them progress [ie, you must show members of the community that progress is being made arresting/charging the criminal(s) and bringing them to court]. If there's an arrest made you must go back to the community, tell them about it, providing provide them with feedback on a the court case and showed show them there's a sentence (outside?) [=at the end of it?], because they cannot see (that?) member [of the gang?] in a the community again.

12:04 When we do not have our basic services running on any given day [the] country loses millions regardless of what sect sector [of the economy] it is in.

В эпизоде 06:25 может быть:
It's now just a matter of lining everything up with the dividing line in the middle.
И далее:
the bolt cutter that I used to cut the test with [возможно, здесь the test -- тестовый образец?]

 Ulcha

link 26.03.2019 19:05
Да, я тоже склоняюсь к test with, как тестовый образец.
Спасибо

Rus_Land:

dividing line: Yes! It sounds more like 'diliding', but that's probably just his strong accent. It makes sense here because if you stop the clip at exactly 06:25 and look very closely at the front of that device the man's looking into, it has a label on the front saying 'Discovery'. That label is in fact this one:

It's a type of comparison microscope called the 'Discovery' Firearms & Tool Marks Comparison Microscope, made by Leeds Forensic Systems. Apparently it's used for 'striation matching' / 'striation analysis', which also forms part of 'forensic firearm(s) examination'.

If you then search for the user manual for this microscope – http://docplayer.net/46440638-Firearms-tool-marks-comparison-microscope-discovery.html – it refers once (in para 3) to the line down the middle of the screen as being the 'dividing line'. So you're quite right.

test: He could be using 'test', I suppose. If so, he probably means 'test piece' / 'test sample'.

OFF - for interest only

If anyone wants to hear a list of English words spoken with an Afrikaner accent – or should that be 'egzent'...? – see this (quite amusing) clip (2:58 mins):

0:05
* Tumblr [social network] – "Dumblr"

0:15
* the Free State – "de Frrree Sdate"
