Вот весь абзац (права и полномочия Попечителя фонда/Protector):

The Protector shall:

a) advise and support the Foundation Council, and has the right to discuss foundation business with the members of the Foundation Council;
b) supervise the administration of the Foundation, and has the right to inspect all papers and documents belonging to the Foundation;
c) safeguard the observation of the Foundation's objects;
d) reserve consents;
e) safeguard the interests of the Foundation's particpants; etc.

Т.е., я сначала неправильно сказал - это не обязанности, а powers and authorities...
