On your computer, enter Start/Control Panel/Regional and Language Options

You will see something like that:

Select Russian wherever possible (for the above example, in two lists)

Enter Languages tab and press Details button:

Add Russian as second language for keyboard. Press OK.

Enter Advanced tab:

Select Russian, press Apply and OK

Computer could say that all necessary files were already copied during Windows installation and whether you want to use them.
Answer Yes.

Computer could ask for reboot. Reboot the computer.

When the computer is running again, run Multitran and check Russian menu (Main menu/View/Russian messages) and Phrase list (type some word and press Phrases button).
